Overview
We are seeking a detail-oriented and skilled Inspector to join our team. The ideal candidate will be responsible for ensuring properties are being compliant with local, state, and federal regulations regarding property maintenance, safety standards, and rental housing codes. This position will inspect properties to identify violations, educate property owners about compliance requirements, and enforce applicable laws.
Qualifications
- High school diploma or equivalent; additional education in building inspection or related field is preferred
- Preferred at least two years’ experience in property management, real estate, construction building inspection, or a related field
- Valid driver’s license
- Knowledge of building and fire codes, zoning laws, health regulations, and safety standards
- Proficient in Microsoft Outlook, Word, and Excel
- Excellent written and communication skills
Requirements
- General knowledge of construction techniques and materials and building inspections
- Strong problem-solving skills, being able to address issues that arise during inspections
- ICC Certification as a Property Maintenance and Housing Inspector (must already have or be willing and able to attain within first 12 months of employment
- Attend training sessions and continuing education programs
- Keep up to date with changes in laws, regulations, and best practices related to code enforcement
- Work independently and efficiently
- Dependable, reliable, and prepare and keep accurate reports and records
- Ability to understand the property maintenance and housing codes and to communicate those effectively to property owners, landlords, and tenants
Responsibilities
- Respond to and handle code enforcement inspections on nuisance complaints such as reports on garbage, junk, debris, weeds, inoperable vehicles, abandoned vehicles, animal feces/odors and the illegal burning of trash or brush and collect any necessary documentations, such as photographs
- Perform inspections for code violations to existing buildings and properties which lack maintenance; responds to code violations such as improper fence locations, obstructions to traffic visibility, improper vehicle or truck parking in residential neighborhoods and incorrect storage or disposal of materials
- Perform inspections of all single-family and multi-family residential rental properties, owner occupied properties and commercial buildings in Rantoul to ensure compliance with Municipal Codes
- Review, interpret, and apply Municipal Codes
- Advises landlords of compliance violations and monitor efforts by the landlords to correct violations and evaluate repairs in progress
- Investigate landlord/tenant disputes on rental property code violations and maintain pertinent records such as number and nature of complaints, resolution and remedy proposed, and timeframe of compliance
- Type correspondence, forms, schedules, and other documents relating to complaints
- Processes incoming mail related to nuisance inspection and send out first class and certified mailings as required
- Perform periodic systematic inspections of community via Village vehicle to identify sites that violate adopted codes
- Respond to landlord/tenant disputes on rental property code violations and maintain records of citizen complaints
- Determine real property ownership and if within corporate limits using current tax records and maps
- Work with code violators to correct violations, evaluating repairs in progress
- Prepare legal notices, correspondence, court testimony, title searches for property owners and maintain contact with Village attorney for court cases
- Attend and testify at hearings of Civil Court regarding ordinance violations as required
- Enter complaint information daily into computer system and maintain current records
- Prepare monthly and special reports regarding caseloads, the number of valid and invalid complaints, and other pertinent information
