The Director of Human Resources is responsible for the design, implementation, and management of all employment and human resources functions in Carle Illinois College of Medicine. This role is responsible for the strategic leadership and oversight of college human resources, including the development, implementation and the continued assessment and refinement of all Carle Illinois human resources functions. The Director reports to the Associate Dean for Finance and Administration and provides leadership and guidance to executive leaders and college functional leaders in effective resource management, staff development, and organizational principles. The Director directs the recruitment and hiring process for all Carle Illinois faculty and staff and provides leadership and guidance in navigating the unique and complex employment and organizational structure of the college.

The Director is responsible for the human resource operations of Carle Illinois, providing leadership and guidance to all employee groups in human resource related matters including job development and analysis, compensation, performance management and employee relations, HR compliance and policy, systems creation/management and appointments management, organizational development and workplace diversity, culture and inclusion.

Job Summary

The Director of Human Resources is a full-time, benefits eligible position that will support the human resource function through the development of strategic goals, alignment to human resource policies, oversight of the recruitment process, development of talent strategies, and by providing guidance on policies to managers and employees.

Duties and Responsibilities

Leadership:

  • Serve as head of an HR unit.
  • Advise and consult with campus leaders on human resource related matters.
  • Responsible for the strategic development of unit human resource activities and performance, ensuring compliance and successful delivery of human resource related services.
  • Set priorities across all HR functions in consultation with other senior leaders.

Management:

  • Supervise a team of HR professionals. Delegate and assign operational work; manage employee performance, leave, and professional development.
  • Oversee day-to-day human resource operations, ensuring compliance and successful delivery of human resource related services and managing HR unit budget/expenditures.
  • Serve as a resource and liaison for human resource team.

HR Compliance and Policy:

  • Direct a team of human resource professionals to fulfill the compliance, appointments management, recordkeeping, and reporting needs of the College/MAU.
  • Responsible for overall compliance, recordkeeping, and reporting efforts in the College/MAU.
  • Advises and works with staff at all levels to finalize resolution of complex or escalated issues.

Organizational Development:

  • Direct a team of human resource professionals to fulfill the training, professional development, and workplace environment needs of the College/MAU.

Qualifications

Minimum Qualifications

  • Bachelor’s degree
  • 8 years of work experience performing professional-level human resources duties.
  • 2 years of demonstrated management, supervisory, or leadership experience.

Preferred Qualifications

  • 14 years of work experience performing professional-level human resources duties.
  • 8 years of demonstrated management, supervisory, or leadership experience.
  • Demonstrated HR team leadership.
  • Demonstrated employee relations experience.
  • Master’s degree in a field directly related to human resources and/or an advanced degree in a field directly related to human resources.

Knowledge, Skills and Abilities

  • A working knowledge of the State Universities Civil Service System Statute and Rules is required.
  • Must be familiar and comfortable with pertinent areas within the University’s Statutes and The General Rules Concerning University Organization and Procedure, Provost’s Communications, Campus Administrative Manual Personnel Policies, State Universities Retirement System guidelines, and relevant current federal and state rules and regulations.
  • An in-depth understanding of the university’s guiding principles related to academic appointments is necessary.
  • Excellent problem-solving and written/verbal communication skills are required.
  • This position requires a strong work ethic and the ability to see the big picture, attention to detail, and follow-up.
  • Knowledge and experience with academic and civil service personnel policies and procedures at UIUC is necessary.
  • This position requires strong project and time management, team building and conflict resolution skills, as well as skills and abilities to work cooperatively with all constituencies in a unique environment of engineering-based medical education in the context of the Carle and Illinois private/public relationship.
  • A strong work ethic, an approachable leadership style, and a consistent focus on the college’s immediate and strategic goals.
  • This position will require effective use of interpersonal and communications skills that incorporate tact and diplomacy.
  • The individual holding this position must have the ability to maintain appropriate confidentiality of work related information and materials in accordance with regulations and ethical norms, such as FERPA and HIPAA.
  • Must have a record of accomplishment that reflects excellent organizational skills, effective verbal and written communication skills, and attention to detail and follow-through to complete tasks.

Appointment Information

This is a 100% full-time Academic Professional position, appointed on a 12-month basis. The expected start date is as soon as possible after the close date. The budgeted salary range for this position is $120,000 - $150,000. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
