Business services keeps University Housing running smoothly. Staff work on payroll, budget planning, accounting, purchasing, labor relations, policy interpretation, labor contract administration, project management and more. Employees within business services manage the entire life cycle of an employee including hiring, onboarding and the exit process.
Job Summary
The HR Manager supports day-to-day human resource operations and provides guidance to a unit Human Resource team and supports unit’s overall objectives.
Leadership
• Represent the HR function and operational needs to leadership audiences.
Management
• Supervise a team of HR professionals. Delegate and assign operational work; manage employee performance, leave, and professional development.
• Oversee day-to-day human resource operations, ensuring compliance and successful delivery of human resource related services and managing limited budget/ expenditures.
• Serve as a resource and liaison for human resource team, escalating issues to leadership as needed.
Recruitment and Talent Acquisition
• Responsible for independently coordinating search, hiring, and onboarding processes for roles at all levels in all employment categories applicable to the unit, including recruitment efforts.
• Communicate with applicants and new hires, facilitating interview, hiring, and onboarding processes.
• Communicate and implement search procedures aligned with best practices and compliance needs, advising search committees and hiring managers.
• Contribute to overall hiring plans, providing guidance on search strategies aligned with talent needs (e.g., multi-level searches, search timing). Oversee advertising and branding efforts/improvements.
Labor and Employee Relations
• Provides guidance to supervisors on performance management practices and issues. Coaches supervisors and manages probationary and yearly performance review process.
• Recommends interpretation of collective bargaining agreement language and corrective actions to performance issues under administrative supervision.
• May infrequently participate in contract negotiations.
• Serves as a resource to lower-level staff.
• Resolves supervisor/employee conflicts requiring intervention or consultation with either party.
Payroll, Time Reporting, and Leave Management
• Process all payroll and timesheets. Process all required pay adjustments. Acts as a resource for other HR professionals on applicable processes and policies. Assist with the development of and implementing of related guidelines.
• Responsible for overall unit management of FMLA, PLFA, or other managed leave categories.
• Counsel and resolve complex or sensitive issues related to leave.
• Informs and advises employees on complex regulations/policies relating to leave usage and time reporting.
Compensation and Benefits
• Advises on salary decisions and develops justifications.
• Reviews internal pay equity and recommends adjustments as needed.
• Recommends compensation amounts for temporary/additional pay circumstances.
• Informs employees of all available benefit offerings and uses expertise to direct employees to benefits of specific value to their individual circumstances.
• Acts as a resource to lower-level staff members on compensation and benefits topics.
HR Compliance and Policy
• Ensures adherence to HR policies and legal requirements through tracking, training, and internal reviews.
• May develop and implement internal compliance strategies.
• Provides expertise on HR policies and legal requirements.
HR Information Systems and Appointments Management
• Responsible for managing employee appointments and records, and the interaction between multiple types of appointments to result in appropriate pay and employee status information.
• Enters routine and non-routine data, pulls routine and non-routine reports, developing new reports as needed.
• Ensures accuracy of input data, resolves any discrepancies, considers long-term data retention and data integrity.
• Participate in appropriate systems testing and provides feedback.
Work is performed in a typical office environment.
Minimum Qualifications
• Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
• Three (3) years (36 months) of work experience performing professional-level human resources duties. Demonstrated management, supervisory, or leadership experience.
Preferred Qualifications
• Master’s degree in Human Resources Management, Labor and Employee Relations or related field.
• Professional Human Resource certification.
• Professional-level human resources duties at the University of Illinois.
• Experience working in a union environment and interpreting contract language.
• Experience with software programs related to human resources and payroll, databases and programs.
• Proficiency in writing and editing reports (includes ability to access data, organize and interpret for appropriate audience).
Knowledge, Skills and Abilities
• Familiarity with human resources management principles, theories and concepts.
• Ability to interpret and apply polices and regulations correctly and consistently, while recognizing exceptions and research policies as necessary.
• Ability to handle highly confidential and sensitive information with discretion and integrity.
• Strong interpersonal, verbal and written communication skills.
• Ability to work independently and manage multiple projects.
Appointment Information
This is a 100% full-time Civil Service 5020 - Human Resource Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after the deadline date. The budgeted salary range for the position is $70,000 to $85,000. We strive to provide a competitive salary, considering factors such as available market data, internal equity, candidate experience and qualifications, collective bargaining agreements, and budget constraints. The final salary offer will be determined through a thorough assessment of these elements. This position is mostly on-site at the University of Illinois Urbana-Champaign campus. Hybrid work options may be available after an initial on-site period, per the University’s Workplace Flexibility policy. Sponsorship for work authorization is not available for this position.
