Department of Special Education, Illinois Early Childhood Asset Map (IECAM)


Job Summary

The GIS Manager works with the Project Director and data team for the Illinois Early Childhood Asset Map project to manage tasks and activities related to the development and integration of GIS interactive maps within the context of the IECAM website.

Duties & Responsibilities:

Development of Static and Interactive Maps

  • Manage the development and integration of interactive maps into the dashboard reports and data displays.
  • Work with the data team and outreach team to coordinate the interactive maps and how they connect with the IECAM website and data work.
  • Work with stakeholders, state agencies, and other entities regarding customized mapping requests.
  • Work with the IECAM front end developer as maps are created and integrated across the website in dashboards and reports.

Data Work

  • Data cleaning: Reformat and edit the original/source data into suitable formats for further processes using various spreadsheet, statistical, or mapping software to produce the desired data elements.
  • Data checking: Verify that estimates produced are correct and the underlying process is valid and free from error.
  • Data preparation: Perform due diligence on the data and its metadata (information and documentation about the data) for public viewing on the website.

Data Requests from Stakeholders

  • Assist the project director and data manager to develop customized maps, data charts, and tables, as well as prepare data reports, technical reports, and other publications.
  • Respond to data requests and other questions from IECAM users.

Resource Development and Training Needs

  • Prepare training materials and other website pages and resources for the IECAM website.
  • Assist with IECAM training sessions and conference presentations.

Minimum Qualifications

High school diploma or equivalent.

Two (2) years of work experience in ITrelated functions such as hardware/software support, programming, network design, network engineering, IT systems integration, or closely related field. College coursework which includes Information Technology (IT), IT Management, Programming, IT systems, or a closely related discipline may be substituted as follows: 30 semester hours equals one (1) year, Associates Degree (60 semester hours) equals eighteen (18) months, 90 semester hours equals two (2) years, Bachelor’s Degree (120 semester hours) equals three (3) years).

Demonstrated experience working with GIS technology, including developing static and/or interactive maps.

Experience working with data acquisition, preparation, and/or management.

Experience with demographic data from the U.S. Census Bureau and/or the website.

Preferred Qualifications

Master’s degree in urban and regional planning, geography, civil engineering, library and information science, demographics, statistics or related field.

Experience with Python, R, other data and statistical analysis software.

Familiarity with state and federal sources of data on young children.

Familiarity with demographic data from the U.S. Census Bureau and its website.

Knowledge, Skills and Abilities

  • Good writing and verbal communication skills, organizational skills and attention to detail, ability to work both independently and collaboratively, willingness to learn new technologies.

Appointment Information

This is a 100% full-time Civil Service 5031 - Information Technology Technical Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after closing. The salary range for this position is $68,000 72,000. We strive to provide a competitive salary, considering factors such as available market data, internal equity, candidate experience and qualifications, collective bargaining agreements, and budget constraints. The final salary offer will be determined through a thorough assessment of these elements.
