Business Operations Specialist

Division of Public Safety


Job Summary

Oversee all business operation functions providing technical guidance and support to staff at the Division of Public Safety. This position assists the Assistant Director of Business Operations and Senior Assistant to the Executive Director with daily transaction processing and expense management and provides monthly account reconciliation.

Duties & Responsibilities:

  • Serve as billing coordinator for the division. Prepare, process, and monitor billings for service activities via the appropriate self-supporting funds to internal and external users. Correspond with vendors and other constituents regarding account status.
  • Independently resolve various Payables issues, including invoices on hold, receiving reports, non-compliant purchases and past due invoices, ensuring compliance with policies and procedures.
  • Perform the monthly review and reconciliation of BANNER financial statements, including electronic filing, maintaining and matching supporting documentation. Identify funds that are inactive or in overdraft and take the appropriate action to resolve issues. Identify rogue accounts and erroneous charges and complete journal vouchers in BANNER to correct them.
  • Act as proxy for Division of Public Safety personnel to prepare various transactions, including program advances, personal reimbursements and non-purchase order payments to vendors in compliance with university policies and procedures.
  • Regularly monitor state, ICR/administrative allowance, custodial, gift, grant, plant, and self-supporting funds for, expense activity, obligations, and fund balances to advise personnel and management of account status.
  • Review transactions submitted by Division of Public Safety staff for appropriate CFOP information, compliance with university policies, and funding availability.
  • Manage the storage and disposal of financial documentation.
  • Arrange travel and itineraries for the Executive Leadership Team. Ensure required pre-approvals for travel are requested and received in a timely fashion. Process reimbursement of expenses in accordance with university policy.
  • Assist the Assistant Director of Business Operations with service rate calculations for UIPD service activities. Gather historical expense and usage data, along with any other information required to complete and review rate calculations. Prepare budget materials and reports as needed.
  • Manage the DPS general email, respond to requests promptly or route as needed.
  • Other Duties as assigned

Minimum Qualifications:

  • Bachelor's degree with a major in Accountancy or a related field AND two (2) years of professional level accounting experience.
    • OR Possession of current registration as a Certified Public Accountant (CPA), Certified Management Accountant, or a valid license to practice Public Accounting (LPA).
    • OR Master's degree in Accountancy or a related field

Preferred Qualifications:

  • Experience working with software and web-based programs such as Microsoft Word, Access, Excel, Banner, EDDIE (Enterprise Data Delivery Information Environment), Chrome River, iBuy, FABWEB, DocDIRECT.

Knowledge, Skills and Abilities:

  • Strong written and verbal communication skills.
  • Knowledge of basic business administration and public administration.
  • Basic knowledge of current law enforcement and criminal justice organization and operations.
  • Working knowledge of University structure, organization and administration.
  • Working knowledge of University policy and procedure related to purchasing, travel, grants and contracts.
  • Working knowledge of laws defining the delivery of government contracts issued to various University departments.
  • Ability to complete work within established deadlines with strong attention to detail.
  • Knowledge of University policies and procedures related to payroll, purchasing, travel, grants and contracts.
  • Ability to handle confidential information appropriately.

Appointment Information:

This is a 100% full-time Civil Service 5000 - Accounting Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 9/1/2025. The budgeted salary range for this position is $55,000.00 - $65,000.00. Salary is commensurate with qualifications and experience.
