Illinois Quantum & Microelectronics Park

This position will be eligible for a hybrid work arrangement but will require regular in-person presence in Chicago.

The Illinois Quantum and Microelectronics Park (IQMP) is a first-of-its-kind park for quantum scale-up and related quantum and advanced microelectronics research and development. Minutes away from downtown Chicago along Lake Michigan, this site will: 1) build on a track record of historic investment by the State in quantum information science and technology, and 2) further establish Illinois as a global hub for quantum. Job Summary

Working closely with the Director and CTO and relevant leadership, will be responsible for the administrative and financial aspects of post-award grants management including responsibilities such as setting up awards, tracking expenditures, preparing progress reports, ensuring compliance with funder regulations and managing the project's closeout process. Ensures that all business activities are processed in a timely manner.

Duties & Responsibilities

  • Budget and Sponsored Programs Management:
    • Award setup and compliance and establish project accounts.
    • Prepare and track project budgets, including sponsored programs and communicate budget information with appropriate staff.
    • Review award documents to understand terms and conditions; monitor budgets for sponsored programs proposals, monitor program accounting and ensure compliance with agency guidelines throughout the project lifecycle and general accounting principles.
    • Assist with submission of sponsored program proposals.
    • Coordinate and monitor transactions such as budget transfers, journal vouchers, etc. to accurately update budget and financial records.
    • Auditing and Closeout: conduct internal audit to verify accuracy of project expenditures; prepare necessary documentation for grant closeout procedures; finalize project reports and submit to the funding agency.
  • Tracking, Reporting, Certifications and Recordkeeping:
    • Track project expenditures against approved budget.
    • Review and approve invoices for grant-related expenses.
    • Prepare and analyze reports regarding expenditures; prepare and submit financial reports to funding agencies.
    • Develop ad hoc reports.
    • Maintain financial records and review monthly expenditures.
    • Work with PI(s) to gather project data and progress updates for reporting.
    • Draft and submit narrative progress reports to funders.
    • Monitor project timelines and milestones to ensure timely completion.
    • Responsible for effort certification.
    • Review and verify faculty and staff effort allocations on sponsored projects; ensure compliance with institutional and sponsor policies regarding effort reporting.
  • Procurement:
    • Manage procurement and support general purchasing needs. This includes processing, reviewing, coding and approving transactions in various systems such as iBuy, Banner and Chrome River.
    • Maintain proper differential of roles and internal controls.
    • Oversee, track and manage vendors, invoicing and burn rates.
    • Manage purchasing and vendor contracts.
    • Assist with contract negotiations.
  • Other:
    • Act as a resource for IQMP staff in understanding and complying with university policies, procedures and practices.
    • Perform other related duties and participate in special projects as assigned.

Minimum Qualifications

  • Bachelor’s degree in business administration, management or a field related to the position.
  • Two years of professional level accounting, managerial and/or business experience (NOTE: A Master’s degree in an area consistent with the duties of the position my be substituted for one (1) year (12 months) of work experience).
  • Federal grant management, budgeting and/or finance experience.
  • Experience and proficiency in UI systems including Banner, Eddie, and/or MyUIFinancials.

  • Demonstrated ability to develop strong working relationships with key internal and external constituents.
  • Initiative and the ability to work collaboratively as well as independently.

Appointment Information

This is a 100% full-time Civil Service 5010 - Business/Administrative Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after the close date. The budgeted salary range for the position is $75,000 to $87,000. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
