McKinley Health Center aims to provide high-quality ambulatory healthcare and health education to students and medical expertise to University leadership. Our staff works on campus with an academically talented and ethnically diverse student population, including international students totaling 22.2 percent of the total student population, 18.8 percent for Asian American students, 11 percent for Latinx/e students, 5.0 percent for African American students, and 3.2 percent for multiracial students, with a total enrollment of over 56,000 students.
Job Summary
Provides a key role in the overall management of financial and information services for McKinley Health Center and Student Health Insurance. As a senior member of McKinley's executive team, provides leadership and administration for Business Operations, Medical Records and Management Information Services.Duties & Responsibilities
Budget and Financial Activities
- Acts as a direct financial advisor to the Executive Director of McKinley Health Center.
- Acts as the primary Unit Security Contact (USC) for the department.
- Responsible for yearly budget preparation, financial planning, record-keeping and financial reporting to higher management.
- Maintains oversight of the Health Center's fiscal operations to ensure compliance with relevant laws and business practices.
- Develops the annual budgets for McKinley Health Center and Student Insurance in collaboration with the Executive Director, Assistant and Associates Directors and Unit Managers.
- Provides fiscal guidance and oversight for the business-related functions.
- Assures timely payment to the vendors for the Student Insurance Dental and Vision plans.
- Monitors revenue and expenditures and submits reports to McKinley Health Center management and appropriate University officials.
- Develops and submits the annual fee proposal for the Health Center.
- Perform random audits of current processes and cash handling.
- In collaboration with appropriate unit managers, determines charges for fee-for-service activities and commodities.
- Oversees purchasing including the negotiations of memorandums of understanding and business contracts in collaboration with University Purchasing.
- Performs cost-benefit and cost-effectiveness studies of new and existing MHC programs at the Executive Director's request.
Medical Records Management
- Develops and reviews unit policies, standards and processes related to the appropriate maintenance of medical records to meet accepted standards as required by state and federal regulation, accreditation bodies and industry standards for ambulatory care records.
- Reviews paper and electronic medical information systems and works with other appropriate units to make revisions when necessary.
- Plays a pivotal role in the selection, implementation and development of health information systems.
- Ensures compliance with medical records guidelines as well as rules related to State immunization compliance and tuberculosis screening.
- Establishes procedures to ensure confidentiality of patient information and care records.
Personnel
- Assures all new staff members receive a general orientation to McKinley Health Center and Student Insurance.
- Approves payroll for Business Office and Medical Records staff.
- Assists in negotiations with independent contractors, prepares contracts and sees that they are expedited throughout the University system, and participates in union contract negotiations.
- Serves on committees as appropriate.
Supervisory Duties
- Supervises the Finance and Business Office personnel who are responsible for the cash sales, purchasing, receiving, accounts payable, accounts receivable, property accounting and contract management.
- Provides administrative oversight and unit leadership for Medical Records Management Information Systems (MIS).
Executive Leadership Responsibilities
- As a member of the Senior Leadership Group, provides leadership and support in the overall management of administrative, clinical, and business services at McKinley Health Center.
- Ensures compliance with standards defined by the health center, campus, state, federal as well as external agencies. Supports and participates in review processes as they relate to designated units and the Health Center.
- Serves as a resource in the evaluation, selection, procurement, implementation, training and health center wide adoption of electronic information systems and Medical Records/MIS.
Other Duties
- Serves as an advisor to the MHC Executive Director and top management on University finance policies and procedures.
- Completes special projects as requested by the Executive Director.
- Responsible and accountable to support and ensure a culture of safely, quality and risk management including compliance with ethics.
Minimum Qualifications
Education:
- Master's degree in health-related field, Library Science or Business Administration.
Experience:
- Minimum of five (5) years of budget and financial planning experience.
- Three (3) to five (5) years of progressive management experience.
Preferred Qualifications
Experience:
- Experience in budgeting and financial planning in higher education.
- Experience with implementation of electronic medical record (EMR) in conjunction with the EMR vendor.
Appointment Information
This is a 100% full-time Academic Professional position, appointed on a 12-month basis. The expected start date is as soon as possible after 7/16/2025. The budgeted salary range for the position is $105,000 to $115,000.
