Job Summary
The Visiting Staff Evaluator for the Illinois Health Evaluation Collaborative (IHEC) will support research activities for the statewide evaluation for various health evaluation programs for areas including but not limited to asthma and food insecurity. The position will also contribute conceptually and intellectually to evaluation activities themselves, from design to dissemination.Duties & Responsibilities
Evaluation research & Design
• Contributes to evaluation research of various designs, including quantitative, qualitative, and mixed methods, aimed at learning, understanding, and decision-making throughout the evaluation research process.
• Participates in all phases of projects and in research related activities, including but not limited to publications and/or reports.
• Assists with leading efforts with program staff and external stakeholders to conduct strategic evaluation planning and individual evaluation planning for the initial phases of evaluation research design.
• Conducts data analysis to support data-driven decision-making for evaluation needs when appropriate.
• Assists in the construction and standardization of various data collection tools, and aids in data management, performance measurement.
• Contribute to evaluation insights for areas such as cost-effectiveness, resource utilization, and alignment with funding mechanisms while ensuring compliance with relevant state and federal regulations and policy to enhance program sustainability and impact.
• Conducts literature searches and writes literature reviews when appropriate.
• Provides technical assistance to partners to develop, extend, and improve programs and services.
• Analyze and contextualize program evaluations within the broader framework of healthcare delivery systems, public health priorities, and policy objectives to ensure alignment with overarching organizational and societal goals.
• Considers cost-effectiveness and resource optimization when planning and evaluating programs to ensure sustainable impact.
• Identify areas for enhancement in program design, execution, and outcomes.
• Acts ethically in evaluation research practice.
• Participates in other related duties as assigned to further the research/evaluation work.
Communication
• Fosters positive relationships and works effectively in a team environment by participating and assisting peers, superiors, and a variety of stakeholders/partners throughout the state.
• Engages a diverse range of users/stakeholders throughout the evaluation process in timely and appropriate ways (i.e. virtual conferencing, telephonic and email communication platforms).
• Assists with the development and implementation of effective communication strategies to disseminate evaluation research findings.
• Presents data and evaluation insights in ways that facilitate decision-making among stakeholders, emphasizing clarity, relevance, and actionable recommendations.
• Represents the Evaluation Team at various meetings and promotes the use of data and evaluation results to inform decision-making and next steps for research.
Education
• Pursues ongoing professional development to support and expand public health skillsets and knowledge while building professional connections. For example, this may be accomplished by attending various Environmental Protection Agency, Centers for Disease Control and Prevention (CDC), and American Lung Association webinars, participating in American Evaluation Association continuing education opportunities, and other evaluation opportunities, and other evaluation resources from the CDC.
• Represents the Evaluation Team at various meetings, webinars, and research conferences/meetings, and presents evaluation research findings as appropriate.
• Leverages a deep understanding of healthcare systems and their intersection with public health programs to enhance collaboration and strategy development in workgroups.
• Participate in a variety of asthma prevention program and food insecurity workgroups to identify and implement best practices, and aid in and improve collaborative efforts.
Minimum Qualifications
Master’s degree in public health field (MPH, MHA, MS, MSPH, MSHA).
1 year applied experience in public health program evaluation; deep familiarity with CDC Public Health Program Evaluation Framework Program evaluation training, either through formal coursework, a professional organization such as the American Evaluation Association, or a university-based evaluation team.

• Ability to develop data collection tools, conduct data analysis, and interpret findings
• Strong knowledge of evaluation frameworks
• Strong communication skills
• Ability to engage with stakeholders and foster positive relationships
• Familiarity with data visualization tools
• Competence in managing and standardizing data for evaluation purposes
• Strong project management abilities to handle multiple evaluation tasks and priorities
• Critical thinking and problem-solving skills
• Flexibility to adapt to evolving evaluation needs and work collaboratively
• Detailed knowledge of the CDC Program Evaluation Framework
Appointment Information
This is a 100% full-time Academic Professional position, appointed on a 12-month basis. The expected start date is as soon as possible after the closing date. Salary is commensurate with experience. The budgeted salary range for the position is $53,000 to $56,000.
