Job Summary
Supports all Illinois Human Resources (IHR) functions in processing a variety of human resource (HR) transactions related to search, hire and separation, employment, and labor relations Serves as the primary contact for HR transactions for all areas under the leadership of the Senior Associate Chancellor for Human Resources.Duties & Responsibilities
Coordinate Human Resource Activities
- Coordinate and manage the search and hire processes for all IHR vacancies, in all employee classifications.
- Provide direction to hiring officials and search committees for all search related forms and documents, including but not limited to: hiring requests, position creation and development (position notices, job descriptions), pre-search approval, employee requisitions, search committee orientation, diversity advocate, active recruiting, job postings/advertising, monitoring applications, and offer letters.
- Process HR transactions in accordance with university policy and procedures (new hires, ANAs, separations, employment of relatives, and rehire retiree processing).
- Assist the Executive Director in development of reports and communications.
- Serve on committees or as backup for the Executive Director as requested.
Customer Relations
- Serve as primary human resource contact for IHR employees and leadership.
- Provide proactive customer service toward the goal of problem solving on a wide variety of human resource issues.
- Facilitate cooperative and constructive relationships and communication with IHR.
- Recommend and assist with the development and distribution of HR-related processes, procedures, and templates to continually improve efficiencies within the unit.
Onboarding/Exiting Employees
- Serve as the initial point of contact for new IHR employee hires.
- Oversee and participate in employee onboarding and new employee welcome (first day on the job).
- Serve as the subject expert/resource on all processes involved with the on-boarding and exiting process.
Training & Special Projects
- Create and maintain standard operating procedures for IHR.
- Prepare and lead communications and trainings as needed for IHR. • Participate in unit and/or campus wide committees and special topics as requested.
Compliance Management
- Serve as IHR point of contact responsible for tracking and monitoring compliance for mandated trainings such as Ethics, Title IX, RNUA, Conflict of Interest, FMLA, ANCRA. Monitor and track compliance for the completion of annual performance evaluations. Track and maintain current, signed, job descriptions for each IHR employee – dated within three years of annual review date.
Other Duties as Assigned
Minimum Qualifications
- Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position
- Three (3) years (36 months) of work experience performing professional-level human resources duties.
Preferred Qualifications
- Prior experience in the use of University of Illinois administrative systems such as Banner, HRFE, applicant tracking, Tracker I-9, Data Warehouse, Business Objects, and Microsoft applications.
Knowledge, Skills and Abilities
- Working knowledge of business and human resources policies and procedures.
- Extensive knowledge of principles and procedures used in human resources.
- Knowledge of federal and state laws, rules, and/or regulations affecting public human resources administration; ability to develop a broad knowledge of those of the employing institution.
- Skill in reviewing and formulating/revising human resources policies and procedures.
- Ability to tactfully handle situations relating to performance/discipline with utmost discretion and professionalism.
- Must be able to clearly demonstrate traits that include concern and/or respect for individuals, integrity, credibility, good judgment, dependability, accountability, and the ability to make good decisions.
- Ability to exercise control over the implementation of the policies and procedures.
- Proficiency in working with operations managers, staff, and the public.
Appointment Information
This is a 100% full-time Civil Service 5020 - Human Resource Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after February 4, 2025. The previously determined salary range for this position is $65,000-$75,000. Final salary offered will be determined by a thorough assessment of available market data, internal salary equity, candidate experience and qualifications, and budget constraints. Hybrid work options are available for this position. This position is not eligible for sponsorship.
