Associate Data Systems Developer/Standard Data Systems Developer

Council on Teacher Education

The Council on Teacher Education (CoTE) oversees licensure programs across eight colleges and schools on the Urbana campus. CoTE is responsible for monitoring the progress of candidates to ensure they meet state requirements and entitling all eligible candidates for licensure; for ensuring that licensure programs meet standards for approval; and for overseeing clinical placements in partner schools. CoTE collects, analyzes, and disseminates assessment data to program faculty and staff, and provides technical assistance in developing improvement plans, program proposals, and reports. CoTE monitors state and/or federal laws and regulations pertaining to licensure and assists program faculty and staff with compliance activities.

The Council on Teacher Education (CoTE) and Information Technology Partners at Education (ITP) are seeking applicants for the position of Associate Data Systems Developer or Standard Data Systems Developer. The CoTE Associate Data Systems Developer/Standard Data Systems Developer will be supervised by the Executive Director of CoTE in collaboration with the College of Education’s Assistant Director of Application Development of Information Technology Partners at Education (ITP) and will develop new and integrate existing technologies and data management systems in support of CoTE.

Duties & Responsibilities

Data Management and Reporting

Creation of dashboards, reports, and databases that support data access, security and efficiency as needed by CoTE and units within the College of Education.

Assist units with effective data collection and storage processes.

Troubleshoot data-related issues and implement fixes

Standard Data Systems Developer Only:

Develop and maintain datasets for consumption by customized reports and dashboards.

Develop and maintain data transfer processes that facilitate systemwide continuity.

Implement data quality processes, ensuring the integrity and availability of all data.

Application Support and Development

Develop applications and systems, as needed, to meet the needs of the CoTE and the College, within campus and industry best practices and frameworks.

Work with colleagues and stakeholders to design and build custom workflows and forms (including needed technology systems) to improve efficiency and effectiveness.

Collaborate with colleagues to develop web/integration services to improve functionality, accessibility, data sharing and visualization in and/or among the various data, communications, and application systems. These systems include, but are not limited to, Canvas, Zoom, Coursera, Form Builder, Slate, Kaltura, and Banner/EDW.

Standard Data Systems Developer Only:

Develop web/integration services to improve functionality, accessibility, data sharing and visualization in and/or among the various data, communications, and application systems. These systems include, but are not limited to, Canvas, Zoom, Coursera, Form Builder, Slate, Kaltura, and Banner/EDW.

System Strategy and Support

Collaborate with CoTE and ITP team members to develop a technical vision informed by deep understanding of user and organizational needs and other factors including usability, accessibility, performance, security, data availability and quality.

Participate in technical requirement information gatherings.

Participate in technical requirements gathering and stakeholder management activities.

Provide Tier 1 support and troubleshooting on CoTE applications and systems.

Provide Tier 2 advance support and troubleshooting on college applications and systems.

Assist in implementation, documentation, and support of vended software services and products.

Assist in planning, research, purchasing, and implementation of software services and products.

Follow software development lifecycle standards, including appropriate documentation and security concerns.

Standard Data Systems Developer Only:

Effectively lead stakeholder management activities, including providing technical leadership to non-technical units.

Evaluate and recommend new technologies and tools for improving data processing and storage capabilities

Specialty Factors

High school diploma or equivalent.

Two (2) years of work experience in ITrelated functions such as hardware/software support, programming, network design, network engineering, IT systems integration, or closely related field. College coursework which includes Information Technology (IT), IT Management, Programming, IT systems, or a closely related discipline may be substituted as follows: 30 semester hours equals one (1) year, Associate’s Degree (60 semester hours) equals eighteen (18) months, 90 semester hours equals two (2) years, Bachelor’s Degree (120 semester hours) equals three (3) years).

Demonstrated experience in SQL programming.

Standard Data Systems Developer Only:

Demonstrated experience with systems development and/or programming.

Demonstrated experience with software version control (such as Git).

Preferred Qualifications

Experience with University of Illinois data management systems.

Experience with Microsoft SQL Server

Experience troubleshooting applications and providing excellent customer support.

Knowledge of Illinois teacher, administrative, and school support licensure processes.

Experience with .NET/MVC/C# programming frameworks.

Standard Data Systems Developer Only:

Experience with database design and management, and data transfer processes.

Experience in database maintenance using Microsoft SSMS (SQL Server Management Studio).

Experience with continuous integration / continuous development (such as Git Actions or Azure DevOps).

Experience with systems integrations with cloud software platforms.

Experience writing end-user documentation.

Experience in Power BI, Tableau, or other data visualization tools.

Appointment Information

This is a 100% full-time Civil Service 5031 - Information Technology Technical Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after closing. The salary range for Associate Data Systems Developer is $70,000 - $74,000 and Standard Data Systems Developer is $85,000 - $90,000. We strive to provide a competitive salary, considering factors such as available market data, internal equity, candidate experience and qualifications, collective bargaining agreements, and budget constraints. The final salary offer will be determined through a thorough assessment of these elements.
