The Visiting Assistant Director of MTAC Training leads the development, implementation, and oversight of Medicaid system-focused training initiatives created by the Medicaid Technical Assistance Center. Working under the direction of OMI leadership and in partnership with the Illinois Department of Healthcare and Family Services (HFS), this role ensures that all training programs align with Medicaid policy, stakeholder needs, and OMI's mission. The position also manages the MTAC Training team and coordinates strategic training efforts to strengthen program delivery and support both internal and external stakeholders. Illinois Department of Healthcare and Family Services (HFS) is Illinois' single state Medicaid agency and the state organization responsible for administering Illinois' Medical Assistance and Child Support programs.

DUTIES AND RESPONSIBILITIES

  • Lead the design, development, and execution of training programs focused on Medicaid systems for internal and external stakeholders.
  • Supervise and provide leadership to the MTAC Training team, ensuring training materials meet quality and compliance standards.
  • Collaborate with OMI operations, technical teams, and HFS to enhance Medicaid training effectiveness.
  • Oversee the development of in-person, virtual, and self-directed training modules tailored for diverse audiences with varying levels of Medicaid experience utilizing effective adult learning principles, with special focus on Medicaid training needs for behavioral health providers, providers of services addressing social determinants of health, and other new or non-traditional types of Medicaid service providers.
  • Maintain ongoing engagement with state agency staff, provider advocacy groups, and community organizations to assess training needs and identify opportunities for enhancement.
  • Develop metrics to assess training effectiveness and ensure continuous improvement.
  • Provide strategic oversight of the MTAC Learning Management System (LMS) to facilitate efficient training delivery and tracking.
  • Represent MTAC at meetings, conferences, and training-related engagements as needed.
  • Ensure compliance with federal and state Medicaid training regulations and best practices.

QUALIFICATIONS
  • Bachelor's degree in a human services field, education, public administration, or a related discipline.
  • Five years of experience within the Illinois Medicaid program, healthcare training, or a related field.


KNOWLEDGE AND EXPERIENCE
  • Strong leadership and supervisory experience, with the ability to manage training teams.
  • Proven ability to design and implement adult education training programs.
  • Experience conducting in-person and virtual training for small and large groups.
  • Strong knowledge of Medicaid regulations, policies, and Illinois' implementation of the program.
  • Excellent communication, problem-solving, and stakeholder engagement skills.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams, Outlook).
  • Experience in Medicaid-managed care programs.
  • Experience working with Learning Management Systems (LMS) to deliver and track training.


APPOINTMENT INFORMATION
This is a Full Time academic professional position. The expected start date is 5/20/2026. Sponsorship for Work Authorization is not available for this position.

The budgeted salary range for the position is $90,000.00 - 110,000.00. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
