The Medicaid Data Analytics Coordinator is a specialized, professional role requiring expertise in data analytics, statistical modeling, and health information technology. This position works under the direction of the Office of Medicaid Innovation (OMI) Assistant Director of Data Analytics, collaborating with OMI leadership and various units within the Illinois Department of Healthcare and Family Services (HFS) to support the digital and data needs of OMI. The primary responsibilities of this position include organizing, identifying, formatting, and reporting data; providing data analytic support; and conducting research to inform Illinois Medicaid policymaking. The role necessitates advanced knowledge and skills in data science, programming, and statistical analysis applied in a healthcare setting.
Illinois Department of Healthcare and Family Services (HFS) is Illinois' single state Medicaid agency and the state organization responsible for administering Illinois' Medical Assistance and Child Support programs.
DUTIES AND RESPONSIBILITIES
- Data Analysis and Reporting: 20%
- Utilize statistical methods and advanced data analysis techniques to derive actionable insights from healthcare datasets.
- Develop and maintain reporting solutions using Microsoft Power BI, SQL, SAS, or similar platforms to support Medicaid policy decision-making.
- Data Modeling and Management: 15%
- Create, manage, and optimize data models representing complex healthcare datasets.
- Collaborate with cross-functional teams to design scalable and efficient data structures for Medicaid-related analytics.
- Machine Learning and Predictive Analytics: 15%
- Develop and apply machine learning models (including Azure Machine Learning) to optimize healthcare data analysis accuracy.
- Collaborate with data scientists to create predictive and prescriptive models that improve healthcare service delivery and policy outcomes.
- Application Development with Microsoft Power Platform: 10%
- Build and maintain healthcare applications using the Microsoft Power Platform, with a focus on low-code/no-code development.
- Ensure the usability, efficiency, and performance of healthcare software solutions.
- Cloud & Data Infrastructure (Azure): 10%
- Manage and optimize cloud-based data infrastructure, including Azure Data Factory and other Microsoft Azure services.
- Ensure the efficient flow, security, and compliance of healthcare data across various platforms.
- Process Improvement & Automation: 10%
- Identify inefficiencies in healthcare processes and implement improvements using Microsoft Power Automate.
- Monitor and optimize process performance to increase efficiency and reduce administrative burden.
- Health Information Technology & Product Support: 10%
- Provide technical support and assistance for healthcare-related software applications and databases.
- Troubleshoot and resolve product-related technical issues for Medicaid stakeholders.
- Health Data Governance & Compliance: 10%
- Manage and curate healthcare data, ensuring accuracy, security, and compliance with federal and state regulations.
- Develop data governance policies and best practices in alignment with HIPAA, Medicaid, and other healthcare compliance standards.
QUALIFICATIONS
High school diploma or equivalent.
Any one or any combination totaling two (2) years (24 months) from the following categories:
College coursework which includes Information Technology (IT), IT Management, Programming, IT systems, or a closely related discipline, as measured by the following conversion table or its proportional equivalent:
30 semester hours equals one (1) year (12 months)
Associate’s degree (60 semester hours) equals eighteen months (18 months)
90 semester hours equals two (2) years (24 months)
Bachelor’s Degree (120 semester hours) equals three (3) years (36 months)
Work experience in IT-related functions, such as hardware/software support, programming, network design, network engineering, IT systems integration, or closely related field. Demonstrated experience in data analytics, database management, programming, and/or healthcare technology. Experience with SAS (Base, Enterprise Guide, Studio), SQL, Tableau, or similar programming/statistical analysis tools.
Based on position requirements, additional education, training, and/or work experience in the area of specialization inherent to the position may be required.
Preference Experience:
Experience in data management, healthcare analytics, or customer support.
Familiarity with Medicaid programs, healthcare claims processing, and HIPAA regulations.
KNOWLEDGE SKILLS AND ABILITIES
- Ability to work across multiple data platforms to source resolutions for identified issues.
- Demonstrated ability to operate autonomously and function as a self-starter in a complex, data-driven environment.
- Proficiency in database analysis, SQL coding, Excel, and healthcare coding practices.
- Strong problem-solving skills, ability to analyze complex data and quickly identify root causes.
- Excellent written and verbal communication skills for effective collaboration with stakeholders.
- Ability to use Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) and other relevant applications.
APPOINTMENT INFORMATION
This is a 100% Full Time Civil Service IT Technical Associate position. The expected start date is 3/26/2026. Sponsorship for work authorization is available for this position.
The budgeted salary range for the position is $75,000.00 - 80,000.00. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
