Job Summary
The Assistant Director of Clinical Quality Review will coordinate the efforts of the Clinical Quality initiatives for PATH and as it relates to statewide clinical quality improvement efforts. They will work with the Associate Director to ensure Healthcare and Family Services (HFS) behavioral health services and new initiatives are accurately represented in all work products. The Assistant Director will lead PATH efforts to ensure fidelity to curriculum content, implementation of evidence based practices, and utilization of data analysis to practice. They will work in conjunction with all PATH teams and the Associate Director to ensure appropriate support for providers and HFS including provision of evaluation and training data/reporting to inform direction of project. Statewide travel required.Duties & Responsibilities
Curriculum monitoring, Implementation and Oversight of Clinical Quality efforts:
• Hires, on boards and supervises daily activity of Clinical Quality specialists.
• Serves as primary Subject Matter Expert and works in conjunction with Associate Director and Assistant Directors to ensure Medicaid enrolled providers have access to technical support and coaching to implement behavioral health initiatives
• Identifies, develops and implements clinical quality initiative through application of data sets to inform direction of training and coaching of PATH teams.
• Works with Associate Director to disseminate findings of quality review and fidelity monitoring activity to training and coaching specialist teams.
• Consults with Associate Director, Office of Medicaid Innovation and HFS to ensure standardization of messaging to successfully implement new services across the behavioral health transformation initiatives, including implementation of the IM+CANS and Pathways to Success services.
• Provides requested reports to PATH teams, OMI, HFS and SSW.
• Responsible for development and implementation of staff development plans as necessary.
• Responsible for working with OMI, Data Analysts and Associate Director to ensure appropriate, accurate regular reporting requirements are met with ability to manage multiple data systems.
• Maintains appropriate tracking mechanisms to ensure that data/reporting is consistent and utilized to track trends and themes of clinical quality initiatives.
Creates and trains staff and external providers on clinical quality initiatives
• Assists in the preparation of presentations to introduce, implement and maintain quality review initiatives including case reviews, fidelity monitoring, and recommendations to improve quality of training/coaching and delivery of service in the field.
• Provides direct field support and coaching to PATH training teams and providers as necessary to meet provider need and demand.
• Informs Learning Collaborative models between PATH and external providers through use of analysis and data to practice models.
• Works with national expert panel and subject matter experts to ensure PATH is aligned with current evidence-based practices related to the Pathways to Success catalogue.
Monitors training and coaching delivery including providing feedback and with integration of data in conjunction with the Associate Director and the Director
• Retains understanding of current literature and research as it pertains to implementation of evidence based/informed practices and interventions

Travel Requirements
Statewide travel required.Minimum Qualifications
Master’s degree in a human services field from an accredited college, Clinical licensure in Illinois, LPHA status pursuant to 89 ILAC 140.453.A minimum of 3-5 years of Behavioral Health Services (Clinical) supervisory/management experience required. 1-3 years of experience using the IM+CANS/IM-CAT tool in the field, understanding and working knowledge of best practices in clinical assessment and planning including Motivational Interviewing. 1-3 years of experience implementing CQR/CQI initiatives including utilization of data to inform practice/training/coaching. IM+CANS/IM-CAT trainer level certification within 90 days of hire. SOC trainer certification required within 120 days of hire.
Preferred Qualifications
Familiarity with Mobile Crisis Response and Rule 140.453 in Illinois. One year of training experience preferred.
Familiarity with Illinois’ Pathways to Success Initiative including working knowledge of System of Care Values and operations of High-Fidelity Wraparound and Intensive Care Coordination.

Appointment Information
This is a 100% full-time Academic Professional position, appointed on a 12-month basis. The expected start date is as soon as possible after the search posting closes. Fully-remote or hybrid work may be considered for this position. The minimum of the salary range for this position is $90,000. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity. Sponsorship for work authorization is not available for this position.
