The National Center for Supercomputing Applications (NCSA) is currently seeking a Business Analyst to support our Healthcare Innovation Program Office. The Business Analyst will provide expertise in financial and resource reporting, data collection and aggregation, make recommendations, and help to refine operations and increase efficiency. They will also analyze practices relevant to this position and define requirements for new procedures and software tools to support these efforts.

Job Summary
Provide expertise in financial and resource reporting, data collection and aggregation, make recommendations, and help to refine operations and increase efficiency. Analyze practices relevant to this position and define requirements for new procedures and software tools to support these efforts. This position supports the NCSA Healthcare Innovation Program Office (HIPO). Develop and improve operational processes, collect requirements, and drive the improvement of software tools, deliver data-driven solutions for program office initiatives and project needs. Assist with financial and resource management.Duties & Responsibilities
Business/Financial Processes and Management:
- Develop and manage processes for efficiently reporting and monitoring overall financial health of program office
- Develop best methods for collecting, aggregating, and managing financial and resource data
- Maintain and manage program-level financial forecasts and projections
- Maintain and manage program-relevant staff resource planning and forecasts
- Develop and maintain program-level budgets and work with program managers to develop project-level budgets
- Monitor and track expenditures vs. budgets for program investments
- Create, implement, and manage process for tracking travel expenditures
- Create new dashboards and reports in Tableau and provide recommendations to improve existing dashboards
- Work closely with NCSA business office to review and monitor financial transactions
- Work closely with NCSA business office in evaluating and improving business and financial and processes
- Work closely with team leads in evaluating and improving resource management processes.
Procedures and Software Tools:
- Evaluate business and operational processes, uncover areas for improvement, lead the requirements development and engage with others to collaboratively build interactive software tools that support the efforts of this position
- Develop and refine processes necessary to effectively manage funding, investments, and resources, including projects that span multiple teams and directorates
- Perform quality control for new and ongoing procedures and workflows, including assessing needs, requesting, and Responding to feedback, and monitoring successes/failures of current procedures
- Research and stay current on the latest processes and IT advancements to automate and modernize processes and tools
Program Operations and Collaborations:
- Collaborate with NCSA business office on process improvements and special projects
- Work closely with program office staff and directors to develop and implement innovative solutions for operational and strategic improvements
- Collaborate with project leads and project managers to develop and refine processes and tools needed to support project deliverables
- Document and execute new administrative processes beneficial for the program office and NCSA
- Collaborate and share new processes and tools developed in this role to others across NCSA
- Assist with project and program resource management efforts as needed
- Train and support program office staff in the proper implementation of new procedures and tools
Minimum Qualifications
- Bachelor's degree in business administration, management, accounting, finance, computer science, engineering, mathematics or a field related to the position.
- Two (2) years of professional business, financial, and/or managerial work experience in a university, private or public environment.
- Demonstrated experience in financial management and/or accounting.
- Demonstrated experience analyzing, compiling, and aggregating data.
Preferred Qualifications
- Advanced degree in business/accounting/finance, computer science, engineering, mathematics, or related field
- Seven years of professional business, financial, and/or managerial work experience in a university, private or public environment
- Three or more years working in an academic setting
- Experience using Tableau and designing/developing dashboards and visualizations
Knowledge, Skills and Abilities
- Strong understanding of general business principles, fundamentals (such as budgeting, forecasting, and variance analysis), and how they inform business strategy
- Demonstrated ability in analyzing business practices and defining requirements for process improvements and/or software tools
- Strong understanding of technology, proficient in Microsoft Office with advanced level competency in Excel
- Excellent organizational and time management skills
- Strong analytical, critical thinking and problem-solving abilities
- Motivation and willingness to learn new technologies and skills to improve in this position and for overall growth and development
Appointment Information
This is a 100% full-time Civil Service 5010 - Business/Administrative Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 12/18/2023. Salary is commensurate with experience.
