Job Summary
Under limited supervision, provide coordination, technical, and analytical support in the review of the financial transactions for the office of System Government Costing at the University of Illinois. Provide data gathering, analysis, and calculation of the University of Illinois Facilities and Administrative (F&A) Indirect cost, fringe benefit, tuition remission, and service activity rates in compliance with university policies and Federal regulations, including the Office of Management and Budget Uniform Guidance.Duties & Responsibilities
- Coordinate, create, modify, run, utilize, and maintain numerous databases, queries, and reports in support of all costing functions. Including the annual costing databases which include financial tables. Includes modifications to design as needed, detailed analysis of results, and reconciliation to the University's financial statements and HEGIS.
- Preparation of the University of Illinois Facilities & Administration Rate studies which includes performing various studies and reviews in support of the study. Including, but not limited to, the major functions of creating and conducting space studies, review of various departmental financial data, creation of various financial and attribute tables, creation of fixed asset tables, FTE study, library study, and various cost share studies. Includes collaboration with various University departments and related organizations.
- Preparation of the "University Administration Calculation" for all three University facilities and administrative rate proposals.
- Provide assistance in the utilization of the third-party "Comprehensive Rate Information System" software used to calculate the F&A rate proposals and University Administration Calculation for all three Universities.
- Assist in the review and modification of the University of Illinois Cost Accounting Standards Board Disclosure Statements. Includes, but is not limited to, identifying service centers and animal care facilities that meet OMB Uniform Guidance requirements.
- Coordination and preparation of the University of Illinois Fringe Benefit Studies which includes Termination Rate calculation, Graduate Assistant Health, Dental, Vision Rate calculation, Employee Health, Life, and Dental Rate Reconciliation, Worker's Compensation Rate Reconciliation, and compilation of Retirement, Medicare, and OASDI rates from other sources. Includes collaboration with various University departments and related organizations.
- Coordination and preparation of the University of Illinois Tuition Remission Rate calculations which includes calculation of the Tuition Remission Rate and collaboration with university departments.
- Provide early consultation services to university departments related to potential or upcoming establishment of service center activities. Includes but is not limited to appropriateness of service fund establishment; direction to fund establishment requirements; guidance on proper rate calculations; awareness of over-arching policies and procedures, available training resources, rate development reports, spreadsheets, etc.
- Assist in and/or conduct more complex service activity rate calculation reviews which include: learning the operations of the various departmental service activity funds across campus, providing assistance and guidance to departments, writing queries, and preparing related costing reports and calculations (revenues, expenditures, fund balance, sponsored project charges, FTEs, and over/under recovery), detailed analysis of rate calculations for reasonableness, accuracy, and adherence to Federal and University policies, and providing individualized training.
- Provide individualized training to service center customers as needed and assist with formal service activity training sessions. Assist with developing service activity training and job aids for the University System at large.
- Coordinate and assist in the preparation of responses to audit findings, special reports, and requests for information. Includes writing queries, preparation of reports, and/or working with campus departments to retrieve supporting documentation to justify calculations to Federal auditors.
- Other duties and responsibilities appropriate for a Senior Coordinator of System Government Costing position.
Minimum Requirements
Bachelor's degree with a major in Accountancy or a related field AND two (2) years of professional level accounting experience. -OR- Possession of current registration as a Certified Public Accountant (CPA), Certified Management Accountant, or a valid license to practice Public Accounting (LPA). -OR- Master's degree in Accountancy or a related field.
Demonstrated financial analysis experience in a complex business, academic, or government environment.
Preferred Qualifications
CPA Certification
Four (4) years of financial analysis experience in a complex business, academic, or government environment.
Knowledge, Skills and Abilities
- Strong analytical and problem-solving skills.
- Ability to work independently and to exercise good judgment and discretion in the performance of all work assignments while maintaining compliance with Federal and University policies.
- Ability to work in an integrated team environment.
- Technical skills in the use of Access, Word, Excel, PowerPoint, Business Objects, CRIS, REPTPROD databases, and EDW metadata.
- Ability to document clearly and concisely procedures and processes related to the costing functions.
- Highly developed and effective verbal and written communication skills.
- Strong interpersonal skills that reflect courtesy, diplomacy, and a collaborative approach to develop and maintain effective work relationships.
- Ability to multi-task and prioritize work accordingly to meet deadlines while staying on task with daily assignments.
- Ability to counsel and train individuals and departments.
Appointment Information
This is a 100% full-time Civil Service 5000 - Accounting Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 12/18/2023. Salary is commensurate with experience.
