Position Summary
The Director of Community Services provides strategic leadership, operational oversight, and clinical fidelity adherence for all outpatient services operating under Rosecrance Central Illinois. This role ensures that services are integrated, accessible, high-quality, financially sustainable, and compliant with federal and state requirements. This position principally ensures that the Rosecrance Central Illinois Certified Community Behavioral Health Clinic operates within the fidelities as established and will manage and monitor patient flow, reporting requirements, and management of established key performance indicators.
The Director of Community Services is responsible for advancing a person-centered, recovery-oriented system of care that improves access, coordination, and outcomes for individuals served. This position works collaboratively with leadership, clinical teams, medical providers, and community partners to strengthen service delivery and meet performance standards.
Qualifications:
- Master’s degree in Social Work, Counseling, Psychology, or related field
- Licensed in IL as an LCSW, LCPC, LMFT, or equivalent
- Experience in outpatient services and integrated care models
- Knowledge of CCBHC standards and Medicaid systems preferred
- Strong understanding of evidence-based practices
- Proven ability in program development and implementation
- Ability to use and interpret data
- High level of professionalism, judgement, and emotional intelligence
- Ability to coach, mentor, and develop talent
- Ability to lead through change, build trust, and foster a positive, accountable culture
- Excellent oral, written, interpersonal, analytical, and organizational skills
- Proficient in using common computer applications such as word processing, spreadsheet, and presentation software
- Belief in the mission and vision of Rosecrance
Responsibilities:
1. Work scheduled hours and any additional hours deemed necessary by leadership. On-call and some variation in scheduled hours may be required to meet company needs.
2. Provide overall leadership for all outpatient programming
3. Ensure alignment with core services, requirements, and integrated care models
4. Develop and implement service delivery models that promote integrated care
5. Supervise program managers and clinical leads across outpatient services
6. Foster a culture of collaboration, accountability, and continuous improvement
7. Ensure adherence to TJC, Rule 140, CCBHC standards, and documentation requirements
8. Maintain fidelity to the clinical and operational model
9. Monitor quality of care through data, audits, and outcome measures
10. Partner with compliance and quality teams to address findings and implement improvements
11. Ensure services are trauma-informed, culturally responsive, and recovery-oriented
12. Improve timely access to services (intake, scheduling, and follow-up)
13. Reduce barriers to care, including transportation, wait times, and service navigation
14. Strengthen coordination between case management, therapy, and psychiatry
15. Ensure smooth transitions between levels of care
16. Lead operational improvement efforts focused on patient needs and engagement during care transitions
17. Oversee productivity, billing, and revenue cycle performance for outpatient services
18. Collaborate with finance to monitor budgets and sustainability
19. Ensure appropriate staffing levels to meet service demand
20. Support effective utilization of resources across programs
21. Partner with finance to manage expenses and reporting requirements unique to CCBHCs
22. Build and maintain relationships with hospitals, primary care, schools, justice systems, and community partners
23. Promote community awareness of outpatient programming services
24. Collaborate with clinical directors, program supervisors, finance, performance improvement, and compliance partners without direct supervisory authority
25. Influence outcomes through data, clear expectations, and alignment with organizational priorities
26. Support clinical leaders by removing business, financial, and compliance barriers to effective care delivery
27. Network with colleagues in the area on a cooperative and collaborative basis to advance the vision and mission.
28. Serve as a member of the Administrative Team and participate in all team meetings and activities.
29. Exhibit actions and make decisions that align with the Rosecrance Code of Conduct and within the framework of the law.
30. Serve as a member of the team and participate in all team meetings, duties, and activities as assigned.
31. Serve as a role model to others and demonstrate excellent company stewardship.
32. Understand and adhere to all policies and procedures governed by federal and state guidelines regarding confidentiality and abuse reporting; embrace the Code of Conduct/Ethics policies.
33. Assume additional responsibilities as requested by leadership. Perform other related responsibilities as assigned by leadership.

Compensation & Rewards (based on education, experience, and credentials)
- Starting Pay LMFT/LCPC: $82,669.56/year
- Starting Pay LCSW: $83,444.56/year
