Program Manager, Apprenticeship Support Services

This position is an on-campus, full-time, grant funded 12-month appointment based in Champaign, Illinois covered by the Professional Support Staff (PSS) Union with an annual salary of $56,763.20. (PSS Grade 12)

*For hired internal applicants, the new base salary is determined by differential between their current grade and posted grade.

Under the direction of the Director of Apprenticeships, the Program Manager, Apprenticeship Support Services assists the Director in executing the department’s strategy for employer engagement and workforce development through employer relationship development; facilitation of apprentice enrollment, orientation, and record-keeping; maintaining the apprenticeship website; developing marketing content; managing apprentice, employer, and DOL data; and planning and executing events.

The Program Manager will work closely with colleagues in the Workforce Development department, including SWFT and Adult Education to facilitate student transitions to apprenticeship programs, provide job placement opportunities, and support education to career pathways.

The Program Manager is a grant funded appointment which works on a schedule established by the Director of Apprenticeships. This position is contingent upon the successful renewal of grants being received. Overtime, or an altered work schedule may be required in response to division program and community activities. The position involves exposure to confidential information and records. Work contacts include students, staff, faculty, administrators, government agencies, employers, and community-based organizations. This position supervises hourly support staff and student workers.

Essential Job Functions:

  • Assist the Director of Apprenticeships in implementing the department’s strategy for employer engagement and workforce development
  • Communicate apprenticeship program information to local employers
  • Coordinate department processes involving employer relationships, such as on-site tabling in employer facility, on-site assessment testing, and reporting apprentice midterm and final grades
  • Work with employers and faculty to maximize enrollment in work-based learning programs
  • Facilitate the orientation, intake, and record-keeping of apprentices, including conducting and coordinating new student orientations with Assessment Center, Student Life, Advising Services, and Learning Commons; registering apprentices with USDOL; and maintaining apprentice records
  • Provide guidance to apprentices to resolve curriculum, textbook, enrollment, and other issues
  • Provide case management advising and support for apprentices
  • Maintain appropriate communication with employers and faculty regarding apprentices’ progress
  • Manage the College’s apprenticeship website
  • Develop marketing content to recruit incumbent workers and new students into apprenticeship programs
  • Develop and maintain internal processes and procedures necessary to manage all apprentice, employer, and DOL data
  • Plan and execute special events such as employer recognition events, informational sessions for employers and apprentices, roundtables, and apprentice completion celebrations
  • Maintain a working knowledge of industry trends, best practices, and innovations in apprenticeship education and workforce development through professional development activities
  • Serve on college committees as requested
  • Maintain a friendly and supportive atmosphere for students, faculty, staff, and the public.
  • Perform other duties to support the Workforce Development department as assigned.

Minimum Requirements:

  • Bachelor’s degree in a related field and three (3) years of experience, or an equivalent combination of education and related work experience.
  • Demonstrated success working with individuals from various backgrounds, including first generation, underrepresented, disabled, or low-income populations.
  • Prospective new hires will successfully complete a post offer, pre-employment criminal background check with fingerprinting. The background check review includes, but is not limited to, exclusionary offenses per the Illinois School Code and Title IV of the Higher Education Act.
  • Excellent numerical literacy, written and verbal communication skills with the ability to speak to large groups and give professional presentations to diverse groups of students, employees, and community members.
  • Ability to establish positive working relationships with members of the Parkland College community and members of the public.
  • Experience in a work setting with a customer service orientation.
  • Demonstrated computer skills in Microsoft Office applications and database management.
  • Ability to independently and collaboratively research, develop, and implement plans.
  • Ability to learn and use new technology and software quickly.
  • Ability to prioritize, handle a complex workload, and meet tight deadlines.
  • Ability to handle multiple projects and tasks with minimal supervision.
  • Attention to detail with emphasis on accuracy and quality.
  • In an effort to comply with SURS return-to-work restrictions for employers (40 ILCS 5/15-139.5), candidates for employment at Parkland College must either not be a SURS annuitant or must be willing to suspend his/her SURS annuity upon employment. This applies to all SURS annuitants except those receiving their annuity under either the Self-Managed Plan (SMP) or by lump sum payment.
