Duties

Serves as a technical expert with experience and expert technical knowledge of all facilities, equipment, and interconnectivity in the National airspace (NAS) to advance emergency management principles, concepts and procedures. The incumbent’s expertise in NAS equipment will be used to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Acts as Subject Matter Technical Expert (SME) in incident management principles as they apply to the NAS. Maintains a persistent situational awareness of potential threats that could cause NAS service interruptions and balancing that with existing impacts of equipment outages, the incumbent will make real-time critical decisions in support of NAS recovery for the Service Area and the flying public. These determinations will be required when an incident exceeds the capability to recover through routine NAS Operations, service interruptions could stem from structural damage to FAA property or the ability for personnel to access or staff facilities.

Incumbent is the Service Area Contingency and Resiliency Technical expert for the management of the Technical Operations Contingency within the service area encompassing equipment integration, hands-on training and the exercising of contingency plans and resiliency processes for airspace divestment. Ensures contingency plans are viable and that equipment is available or made readily available to the maximum extent possible for the Incident Commander at the Emergency Operations Center (EOC).

Applies expert knowledge within all aspects of field operations as it relates to RMLS, ORM, logging, property, CWP, safety, and all other programs at the field level. Incumbent is responsible for verifying service flow diagrams, equipment schematics, as-builts, telecommunications and enterprise interconnectivity (FTI, FENS), and FSEP validation for their respective areas of responsibility.

Incumbent must be familiar with ARTCC communications and surveillance equipment such as VSCS and ERAM. This would also include all interconnectivity from outlying support facilities in support of the Contingency requirements and resource tool (CRRT) to train and promote airspace Divestment and emergency preparedness.

Manages and conducts analysis of contingency/resiliency infrastructure and capabilities of AJW field facilities and associated equipment. Develops and recommends approaches to address current and anticipated problems and issues. Confers with upper-level management to resolve identified or anticipated issues identified. Routinely provides recommendations and solutions to complex technical issues and meets deadlines while working across functional and/or organizational boundaries.

Facilitates standardized policy, procedures, training and guidance for AJW contingency planning support, ESA FIR guidance and all applicable policies and procedures. The incumbent prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings and presentations which convey incumbents' specialized knowledge in the various program areas. Provides expert guidance and instruction while representing the organization in discussions, which are held internally and external to the organization.

Works with the NAS Resiliency Program to ensure the Contingency Requirements Resource Tool (CRRT) assets are fully mission capable in response to those events that exceed the normal NAS operations capability; requests and briefs facility contingency infrastructure capability to develop Contingency Service Infrastructure Requirements (CSIR) that enhances the Contingency Infrastructure Asset Management (CIAM) capability.

The work directly impacts the National Airspace System (NAS) and may require working outside of normal administrative hours and away from the primary duty location with little advance notice.

Qualifications

There is no timeframe requirement at the Level IV/FV-I to compete. Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. Experience that demonstrates an extensive knowledge of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems. Generally, experience at the next lower level Pay Band I/level IV or FG/GS-13 or equivalent, meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities identified below.

Based on this evaluation, applicants will be placed in one of the following categories: score order, category grouping, or alphabetical and referred to the selecting official for consideration.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV IV/Level IV or FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is: Experience leading civilian and/or military automated aviation, navigation, and electronic systems to include the understanding of the interrelationship of those technological systems.
