Responsibilities of Position

The Human Resources Manager is a highly responsible leadership position that requires the ability to apply municipal/public sector HR principles and best practices along with insight and discernment to a wide range of complex questions and initiatives. They are a subject matter expert in the areas of recruitment, staffing, compensation, classification, payroll, benefits, employee relations, performance management, and other HR activities. They oversee a team of seven and directly supervise two HR Supervisors and one HR Technician and serve as the HR Director’s designee or substitute as required.

Required Qualifications

• A bachelor’s degree in Business Administration, Public Administration, Human Resources, Labor Relations or a related field, or an equivalent combination of work experience and education that demonstrates the required knowledge, skills, and abilities.
• HR experience in a union and non-union environment.
• Supervisory/people management experience.
• Progressively responsible relevant work experience in standard HR functional areas such as recruiting, staffing, compensation, position classifications, HRIS, benefits, and employee relations.
• Comprehensive knowledge of public sector employment laws.
• Sound judgment and problem-solving ability.
• Excellent oral and written communication skills.

• Conflict resolution skills.

Preferred Qualifications

• Relevant municipal work experience.
• HR certification (SHRM, HRCI, IPMA-HR).
• Project planning and management experience.
• Master’s degree in Public Administration, Human Resources, Labor Relations or any other relevant field.

Drug screening, and criminal background check will be required. The annual starting salary range is $103,598 - $117,866, DOQ, plus an excellent fringe benefits package. Applications must be submitted online no later than Sunday, April 20, 2025.
