Description

SUMMARY

The Human Resources Manager is responsible for managing all recruiting efforts, onboarding new hires, recognition programs and diversity equity and inclusion initiatives. The HR Manager will also administer all FMLA and ADA processes, workers compensation, maintain employee files and training of new staff on systems, policies and procedures while following federal and state labor laws.


QUALIFICATIONS

  • Bachelor's Degree or six (6) years' experience in the field or HR Certification such as PHR or SHRM-PHR
  • At least three (3) years of work experience in the field of human resources or the equivalent
  • Experience with HRIS Systems required
  • Experience in recruiting not required but preferred
  • Knowledge of federal, state and local labor related laws
  • Ability to maintain confidential nature of human resources work
  • Ability to work independently with minimal supervision
  • Strong communication skills with the ability to communicate in writing and orally.
  • Computer skills in Microsoft Windows and Microsoft Office or similar programs is essential
  • Demonstrated ability to organize, budget, plan, and implement projects with multiple deadlines
  • Ability to work efficiently with frequent interruptions
  • Valid Illinois driver's license with clean driving record

SUPERVISION

The Human Resources Manager is directly responsible to the Director of Human Resources. The Human Resources Manager supervises seasonal, part-time staff and student interns as necessary.

ESSENTIAL FUNCTIONS

  • Follow all Champaign Park District safety policies and perform all work in a manner that ensures the safety of oneself, the public, fellow employees.
  • Demonstrate a high level of professionalism and discretion in all interactions, including maintaining strict confidentiality regarding staff information, communications from supervisors, and conversations with parents or patrons. Uphold the Park District’s policies and standards for data privacy and confidentiality at all times.
  • Maintain personnel files and records in compliance with all federal and state laws
  • Develop strategies for recruitment of a diverse workforce
  • Guiding recruitment to help create a brand that appeals to diverse applicates and removes bias
  • Review, update and administer activities in the recruitment processes such as, job postings, recruiting events, interviews, references check, sending offers, etc.
  • Assist in the administration of student internship program according to DOL guidelines
  • Administer and oversee process for pre-employment testing including background checks, drug screens, physicals and drivers abstracts
  • Develop and conduct on-going training sessions with supervisory staff on HRIS, hiring process and laws and Park District procedures
  • Train new staff on HRIS software
  • Train or supervise the training of new and existing staff on policies, and safety
  • Respond to all employment verification requests
  • Respond to all unemployment claims
  • Responsible for reporting and processing workers compensation claims
  • Assist HR Director, management and staff in discipline issues and problem/grievance resolution
  • Be available for staff, and committees
  • Administer the Champaign Park District's performance evaluation system for part-time and seasonal staff
  • Develop and maintain retention and recognition program for part-time/seasonal staff, and full-time staff
  • Recommend and develop programs, projects and wellness initiatives to assist in maintaining a loyal, satisfied and professional staff
  • Serve as the diversity, equity and inclusion liaison between staff and the Directors
  • Research and advise on diversity and inclusion issues and creating trainings and values around this
  • Prepare and build relationships among colleagues through diversity and inclusion training
  • Reviewing policies, and procedures, ensuring that these are all inclusive
  • Assist departments in strategizing how to make/create more diverse, inclusive and equitable programing
  • Comply with federal, state and local labor laws and requirements including DOL, EEOC, ADA, COBRA, FLSA, OSHA, and FMLA
  • Administer and maintain FMLA records
  • Comply with equal opportunity and harassment laws, policies and procedures.

PHYSIOLOGICAL CONSIDERATIONS

  • Extended time working at a computer
  • Computer conditions include repetitive wrist and hand motions
  • Must be available weekends and evenings as needed

ENVIRONMENTAL CONSIDERATIONS

  • Routine work area is indoors in a smoke-free space with controlled temperature and fluorescent lighting
  • Employee may be exposed to extreme weather conditions while assisting at Champaign Park District special events
  • May work in a shared office environment
